Most free web hosting companies limit your ability to install and run your own CGI scripts. Some come with a small selection of pre-installed scripts for hit-counters, guestbooks, and the likes, and there are a few companies around that let you link to scripts that are hosted on external webservers. For any serious web design however, you'll need to fork out for a paid webhosting account.
